Under 22 TAC 535.228(c), the inspector examines the roof covering from the surface of the roof and reports the vantage point used, evidence of water penetration, and evidence of previous repairs to the covering, flashing, skylights and other penetrations. Deficiencies in fasteners, adhesion, covering material, flashing details, skylights and penetrations must be reported as deficient. That is a genuine floor. It is also, in a few places people never expect, a ceiling.
The same rule spells out what is not required. Remaining life expectancy is not required. Neither is the number of roofing layers. Latent hail damage sits expressly outside the required scope, as does an exhaustive examination of every fastener. The inspector may also stay off the surface where climbing it is unsafe or where walking it could cause significant damage. So if you need remaining life, a layer count or a hail opinion, you are buying work beyond that baseline, and the scope should say so in writing before the ladder comes off the truck.
Subsection (d) covers roof structures and attics, and that is where the expensive findings usually live. The inspector reports the approximate average depth of attic insulation and any evidence of water penetration. Ventilation that is not performing has to be reported as deficient. So do deflections or depressions in the roof surface tied to framing or decking performance, along with deficiencies in the installed framing members and decking themselves. Physical limits are written into the rule too. Nobody is required to enter an attic through an opening smaller than 22 by 30 inches, or where headroom is under 30 inches.
Under the residential code this city has adopted, the minimum net free ventilating area is 1/150 of the vented space. An exception cuts that to 1/300 where between 40 and 50 percent of the required vent area sits high in the space, within 3 feet of the ridge, with the rest of it low. A vapor retarder condition rides along with that exception, but it reaches only Climate Zones 6 through 8, which is not this part of the country. The honest field test here is the split between ridge and soffit, and whether those soffit vents are open or painted and insulated shut.
Neighborhood rules change what a finding means. Inside the Hyde Park historic district, the design standards direct owners to retain original roof pitches and profiles, to consider the original material first when a covering is replaced, and to preserve original gable vents and roof brackets. Metal is acceptable there; scalloped or diamond shingles are not, unless they were original to the house. Mueller runs on its own guidelines, where principal slopes generally fall between 6:12 and 9:12 and rooftop equipment and solar have to be integrated rather than visible from the street. Southwest of town, in Circle C Ranch, the question is usually simpler and harsher: a first-generation covering tends to reach the end of its life across every slope at once.
Tarrytown, Bouldin Creek and East Cesar Chavez sit under serious canopy, and the city measured tree cover at 41 percent citywide in 2022. Limbs that touch a roof abrade the same courses for years, shaded slopes hold moisture and organic growth longer, and leaf litter parks itself in valleys and behind chimneys where the assembly depends on water moving. An inspector reads those slopes differently from an open one, and the finding is often a maintenance instruction rather than a repair.
The local weather service ranking puts the 1991 to 2020 average at 29 days a year at or above 100 degrees, against a long-period average of 15, with 2023 the warmest year on record at 72.2 degrees. Asphalt does not recover from that. It stiffens, sheds volatiles, and a shingle that would flex somewhere milder snaps when a hand lifts it. That is why brittleness, seal failure along the laminate line and thinning granule cover usually show up first on the south and west slopes.
Expect a walk of every accessible slope, close photographs tied to their position on the roof, then the attic for decking, ventilation and staining. The report should name the vantage point used for each slope and state plainly where access was limited. Range drivers are slope, height, complexity, and add-ons such as drone imagery, infrared or a full home inspection wrapped around the roof work. No figure published anywhere is an offer from anyone; the number that binds comes from whoever is scheduled to climb.
