Water that gets past the covering runs the underside of the sheathing, follows a rafter or a truss chord downhill, and shows up wherever drywall, a can light or a taped seam interrupts it. That can be two rooms away from the entry point on a complicated roof. Which is why a competent leak visit starts with roof geometry rather than with the stain, mapping penetrations and transitions above the wet area and uphill of it.
Rank the suspects before anyone starts pulling material. Pipe boots crack at the collar. Exhaust and attic vents lose their seals. Skylight and chimney flashings fail at the head and the sides. Roof-to-wall transitions go when siding or stucco was installed over the flashing instead of behind it. Valleys hold debris and slow the water down. Fasteners back out of metal panels. A single storm can also drive rain sideways into an edge detail that sheds fine in ordinary weather, so the direction of the wind that day is real evidence.
State guidance on repairing a roof after a storm is unusually specific about the layers under the shingle. A minimum of No. 15 felt is required for asphalt shingle work. Two layers are required on slopes from 2:12 up to 4:12, and one layer at 4:12 and steeper. Asphalt shingles can go only on slopes of 2:12 or greater at all. Nails have to be galvanized or stainless steel, at least 12 gauge with a 0.105-inch shank and a head at least 3/8 inch across, and the same guidance states flatly that the code does not permit staples. Leaks that come back are often installation shortcuts at exactly these points.
Local code fills in an ultimate design wind speed of 105 mph, and the shingle wind-classification table in that code starts one step above it, at 110 mph. State storm guidance points homeowners toward shingles tested to ASTM D3161 Class F or ASTM D7158 Class H. None of that helps a shingle whose factory seal strip never bonded, and cool-weather installations and dusty surfaces are the usual reason it did not. An unbonded course lifts in gusts far below any design figure, then reseals itself as the day heats up, which is exactly why the leak seems to come and go.
Storm guidance is direct: have the deck inspected and replace deteriorated or damaged decking before a new covering goes on. Soft sheathing around a chronic leak is a finding, not a detail, because fasteners in a wet deck do not hold. The other risk is evidence. Roofing guidance notes that puncturing a blister or spreading a coating or mastic covers up the evidence a roofer needs to identify the problem. A tube of sealant smeared across a suspect boot on a Saturday can turn a one-component repair into a guess.
Two lines matter locally. Asphalt shingles replacing existing asphalt shingles are on the city's list of work exempt from a building permit, as is replacement of any roof covering that does not adversely affect the roof structure. Both exemptions drop away if the property sits in the Wildland-Urban Interface area and half or more of the roofing is being replaced. Roof decking is exempt up to 128 square feet, and beyond that a permit is required. Exempt work still has to comply with the codes, which is the sentence people skip.
The sequence is interior first, then exterior. Moisture readings and photographs inside, the attic underside above the stain, then the slopes uphill of it, checking each candidate detail. Where the source stays ambiguous, a controlled water test isolates one detail at a time, starting low and working up. The output should name a component, not a neighborhood of the roof. Cost tracks access, slope and how much diagnosis the roof demands, and a repair scope that follows should list the component, the material and what happens if the deck under it turns out to be soft.
